Powers and Duties of Officers and Employees

[Section 4(1)(b)(ii)]

Details of the powers and duties of officers and employees of the authority by designation as follows

Chairman
Chairman being the head of the planning authority shall conduct all meetings of the authority and pass the resolution as per the provisions of the Act.


Member Secretary 
Excluding the powers given to the Chairman, the Member-Secretary will work as under:

  • To execute duties as Chief Executive Officer of the Planning Authority and furnish technical opinions.
  • To take responsibility of the Planning Authority in terms of its planning, budget, implementation and supervision of works.
  • To furnish information related to administration and accounts of the Planning Authority.
  • To submit for approval the annual report and audited account of the Planning Authority 3 months prior to the closing of the financial year and the copy of the same shall be submitted to the State Town Planning Board, Director and to the State Government.

Joint Director of Town & Country Planning 

  • Joint Director of Town & Country planning looks after the work at the Authority and co-ordinates with the Member Secretary in carrying out the activities related to town planning, administration and accounts etc..

Deputy Director of Town & Country Planning 

  • Preparation of Master Plan and its report
  • To collect information/statistics related to Master Plan.
  • To furnish technical opinion on all relevant files to the Higher Authority.
  • To attend meetings as directed by the Higher Authority and submit the report regarding the same.
  • To carry out any other work as instructed by the Higher Officers.

Assistant Director of Town & Country Planning

  • Preparation of Master Plan and its report.
  • To furnish opinion on all relevant files to the Higher Authority.
  • To attend meetings as directed by the Higher Authority and submit the report regarding the same.
  • To carry out any other work as instructed by Higher Officers.

Town Planner/Assistant Town Planner 

  • To carry out survey and prepare base map and other such maps and collecting data and information from other related offices during survey.
  • Collection of statistical data for preparation of Master Plan.
  • Preparation of draft plan and report.
  • Furnish report on Master Plan schemes.
  • To maintain maps and files in orderly manner.
  • To furnish opinion regarding technical subjects after scrutinising the relevant documents and site inspections.
  • To carry out any other work as instructed by Higher Officers.

F.D.A

Assisting the member secretary and others in carring out day to day Authority establishment Work etc.
Account Assistant
To maintain the Account, prepare Annual budget, maintenance of Cash Register etc.

Typist
Typing work both in Kannada and English etc.. 

P.A  to Chairman
To assist Chairman in routine work

Group ‘D’ Employees

Group ‘D’ employees work as per instructions given by the officers in moving files between sections, cleaning of premises etc., 


Driver

To Drive the Vehicles for the Authority Use.
